The Town of Yarmouth engaged Acorn to provide civil engineering and permitting services for a proposed stream crossing culvert replacement on Whitcomb’s Way. The project included a US Army Corps of Engineers (USACE) Maine General Permit Self-Verification (SV) Notification and a Natural Resources Protection Act (NRPA) permit by rule (PBR) application for a stream crossing to comply with Maine DEP Rule Chapter 305, Section 10.
Whitcomb’s Way is the primary road for heavy vehicles to access the Town of Yarmouth’s wastewater treatment facility, as well as the corridor for critical sanitary sewer, potable water, electric, and communications utilities to the facility. The project involved the installation of a new reinforced concrete pine (RCP) stream crossing culvert under the roadway and abandonment in place of the existing 24-inch diameter culvert.
The replacement structure was sized to handle a 100- year storm and to convey 1.2 times the stream bankfull width; the culvert was also embedded within three (3) feet of natural stream bed material. Benefits of the replacement include enhanced habitat traverse for wildlife, fish, and other aquatic life and improved public safety by reducing risk of flooding and infrastructure failure.
